650b in a 26" frame upfront or perhaps 700c in a 26" frame ? Yes CC did it all,
Well Charlie always experimented with larger front wheel sizes for the "offroad" (that is to say also Expedition) cycles he build, Cunningham made a 26/24" early on also as well as building suspension corrected forks for 26" wheeled frames installing a 27,5 front diameter/tire as update to his friend/customer`s G. Halaburt Phoenix restomod and a super special 700C fork for one of his suspension corrected Personal Aluminum frames to get rid of the suspension forks.
He obviously liked steel-frames a lot.. (considering his heard had at least 6-7 steel-steeds, including 2 Phoenixes, 2 self made folding bikes, those even before he made anything in aluminum, 2 commuters/bad weather bikes and at least one early touring/racing frame with manipulated bb height)
..and here the modification being plausible was also obvious as charlie never became a fan of suspension forks..
The Bike pictured received a 27,5" front wheel in a normal 26" fork given the special early fork-crown could handle it..
